More and more south St. Louisans are saying the same thing. They've had enough! Tower Grove in South St. Louis is the latest neighborhood to organize citizen patrols. "Its the young people of the neighborhood that is getting this moving," said one resident. But after years of false starts, an increase in crime has pushed the effort forward.
