History of Operation Weather Survival in St. Louis
Operation Weather Survival was created in 1981 to address the needs of the community during extreme weather conditions. It is comprised of public and private organizations working together to prevent illness or death from either extreme heat, cold conditions and ground level ozone.
OWS Summer Outreach Programs that work to
prevent HEAT-related illness through OWS are:


* Health Departments: Preventive education,
temperature monitoring, alerts, warnings,
and data collection
* OWS Air-Conditioner Program: Provides air
conditioners to individuals who are medically
at risk. Air conditioners are purchased with
funds primarily donated by AmerenUE.
* Cooling Sites: Cooling sites are open
year-round. During severe heat, hours and
services are extended.
* United Way Information & Referral

and heat-related assistance call

Who's At-Risk?
  • "Homeless" living outside
  • Poor, elderly, chronically ill persons living alone
  • Individuals working outside in extreme heat
Who Can Help?
  • Friends and family can check on the elderly                                  and the disabled living alone.
  • Neighbors can check on neighbors
  • Human Service agencies can provide                                       energy assistance and home weatherization
