Residential Recycling Pick-Up Service

New Service!

Some Alderpersons have decided to implement pick-up of household single-stream recyclables, in alleys and at curbs, using blue dumpsters and rollcarts, in all or parts of their Wards.  Your participation and feedback are vital to the success of this service.  We thank you for your efforts and support in making the City of St. Louis a cleaner and greener place to live.

Why Are We Implementing Residential Recycling Pick-Up Service?

The City of St. Louis Refuse Division collects approximately 200,000 tons of waste each year (i.e., from City residents, City government facilities and public spaces, special events, etc.).  Annually, this is costing our City about $6 million in landfill tipping fees.  In 2009, from just residential alley and curb dumpsters and rollcarts, we landfilled 142,646 tons of solid waste, costing us $4,871,895 in landfill tipping fees.  Reducing the amount of waste we generate, reusing materials as many times as possible, and recycling these resources avoids landfill tipping fees.

Where Will Recyclables Be Picked Up?

Residents who receive trash collection via alley dumpsters will have one (or more) blue, 500-gallon recycling dumpster(s), as pictured to the left, in their alleys (depending on funding, alley length, space available, overhead clearance, etc.).  Materials accepted signage will be posted on the front of each blue recycling dumpster (see "Signage" PDF below, under the "Recyclable Materials" section) and white recycling arrows (as illustrated to the right) will be posted on the front and sides of each dumpster.  At this time, we do not plan on removing any trash dumpsters.  We will be monitoring the volume of recyclables compared with the volume of trash to ensure that an adequate number of dumpsters are in the alleys for each.
Residents who receive trash collection via rollcarts (whether at the curb or in the alley) will receive one 96-gallon blue rollcart for their recyclables.  This rollcart will be marked specifically for your address and must remain there.  Each blue recycling rollcart will have materials accepted signage (see "Signage" PDF below, under the "Recyclable Materials" section) posted on the inside of the lid and white recycling arrows posted on each side of the rollcart.  Upon delivery of a rollcart, Refuse Division staff will attach additional information (see "Rollcart Recycling Service" PDF below) to the inside of the rollcart lid, which will explain the rollcart collection schedule and recycling instructions in more detail.
Proper Placement of Rollcarts:
  • Place your rollcart out at the curb no later than 5:30 a.m. on your regular pick-up day.
  • Bring your rollcart back onto your property (e.g., garage, storage area, yard) by 11:00 p.m. that night.
  • Make sure that the front of your rollcart faces the street, so that the lid opens toward the street.
  • Place your rollcart 5 feet away from all obstructions, including cars, poles, trees, and additional rollcarts.
  • Please don't load your rollcart with more than 100 pounds.
  • The lid of your rollcart must close with ease so that the lid lies flat.
  • Only one rollcart may be rolled out each collection day.
  • Material left outside of your rollcart will not be picked up.

When and How Often Will Recyclables Be Picked Up?

Whether you receive service by dumpster or rollcart, you will still receive two solid waste pick-ups per week.  However, instead of twice-per-week trash, it will be once-per-week trash and once-per-week recycling.  What has been your second trash pick-up each week will become your recycling pick-up.  For example, with rollcarts the schedule will be as follows:
  • If your rollcart is normally collected on Monday and Thursday, place your trash (green rollcart) out for collection on Monday and your recyclables (blue rollcart) out for collection on Thursday.
  • If your rollcart is normally collected on Tuesday and Friday, place your trash (green rollcart) out for collection on Tuesday and your recyclables (blue rollcart) out for collection on Friday.
  • Wednesday is still the collection day city-wide for yard waste (green rollcart).
Upon receipt of your City-issued blue recycling rollcart, you may begin placing it out for pick-up the FOLLOWING WEEK.  Please note that rollcarts must be placed on the street (not on the sidewalk) by 5:30 a.m. and rolled back (e.g., inside of your garage or gate, etc.) by 11:00 p.m.

Our list of Materials Accepted is based on what markets are available to our Materials Recovery Facilities.  A briefer version of the list will be posted on the front of the blue recycling dumpsters and inside of the lid on the blue recycling rollcarts (see the image to the left or the "Signage" PDF below).  Recyclables will be collected using a method called "single-stream" recycling, a system where all recyclables are mixed together in the same blue recycling dumpster or rollcart (separately from trash).
